Crystal Star is the second device that Usagi Tsukino used to transform into Sailor Moon.

Queen Serenity left the Crystal Star for Usagi to find when she visited the restored Moon Castle after the defeat of Queen Metaria.
Usagi simply had to place the Silver Crystal inside the brooch to use it.
The Crystal Star replaced the Transformation Brooch and in Act 27 when it was destroyed after the battle with Death Phantom, the Crystal Star was replaced by the Cosmic Heart Compact.
